Builders of Hope CDC Reflects on a Year of Progress, Accountability, and Transition

As 2025 comes to a close, Builders of Hope Community Development Corporation is reflecting on a year defined by steady progress, organizational accountability, and continued commitment to housing stability across Dallas.

Throughout the year, the organization advanced its anti-displacement and homeowner support efforts while also strengthening the leadership, systems, and partnerships required to sustain long-term impact.

Strengthening Accountability and Public Trust

In 2025, Builders of Hope CDC successfully completed a HUD performance review for its Home Buyer Classes, affirming compliance with federal requirements and reinforcing responsible stewardship of public resources.

The organization was also recommended to receive more than $340,000 in public funding to support community housing development and neighborhood stability efforts. This investment reflects continued confidence in Builders of Hope CDC’s ability to deliver community-centered programming while maintaining strong operational standards.


Advancing Policy Education and Advocacy

In addition to direct homeowner support, Builders of Hope CDC expanded its policy-focused work in 2025 with the release of a Tax Reform Policy Guide. The guide was developed to help residents, advocates, and stakeholders better understand how tax policy intersects with housing affordability and displacement.

By translating complex policy issues into accessible information, the guide supports informed advocacy and empowers communities to engage in conversations that affect long-term neighborhood stability.

Supporting Homeowners and Neighborhoods

Throughout the year, Builders of Hope CDC continued expanding access to education, tools, and one-on-one support for homeowners navigating displacement pressures. The organization deepened engagement in impacted neighborhoods and strengthened access to trusted information through both in-person and digital resources.

In West Dallas, the launch of the Homestead Preservation Center at Wesley-Rankin now provides a hub for homeowner education, counseling, and technical assistance. The center connects residents to resources related to homestead preservation, legal services, and property tax assistance, helping vulnerable homeowners remain rooted in their communities.


Leadership Transition and Organizational Continuity

The year also marked a leadership transition for the team. After eight years of service, James Armstrong III stepped down as CEO, and Christopher Lewis was named Interim President and CEO.

The transition was planned to ensure continuity in leadership, operations, and community relationships. The organization’s board and staff emphasized that Builders of Hope CDC’s mission, values, and strategic priorities remain unchanged.
